The role of the archivist in the process of document appraisal: competencies and responsibilities (a Case Study of the Archive of the President of the Republic of Kazakhstan)

In the context of digitalization and the reform of the archival system of the Republic of Kazakhstan, the importance of high-quality document appraisal as a key stage of archival activity is increasing. The central role in this process is played by the archivist – a specialist responsible for the evaluation, selection, and classification of documents subject to further preservation or disposal. The article examines the core competencies that a modern archivist must possess to effectively conduct document appraisal: knowledge of the legal and regulatory framework, principles of records management, archival science, as well as an understanding of the specific operational context of a given organization. The issues of professional, administrative, and legal responsibility of the archivist are discussed, particularly in cases of violations such as the loss of valuable documents or distortion of expert assessments. The paper analyzes the requirements of the legislation of the Republic of Kazakhstan, including the Law “On National archival fund and archives,” and other regulatory acts governing the appraisal process. Additionally, it addresses the challenges faced by archivists in the context of digital transformation, such as the growing volume of electronic records, the shortage of qualified personnel, and the need for continuous professional development. The study concludes with the necessity of strengthening the professional training of archivists, updating methodological guidelines, and introducing modern digital tools into appraisal practices. The findings may be useful for practicing archivists as well as for specialists in the fields of records management and documentation support.
