From the history of the 1995 referendums (on the example of the materials of the State Archive Karaganda region)

Abstract

The article discusses the issues of the formation of the electoral system during the preparation and conduct of referendums in 1995: «On the extension of the powers of the President of the Republic of Kazakhstan until 2000» (April 29, 1995), «On the adoption of the draft Constitution of the Republic of Kazakhstan» (August 30, 1995). On the example of archival documents of the State Archive of the Karaganda region, the course of discussion of the draft Constitution of the Republic of Kazakhstan in 1995 in organizations and enterprises of the Karaganda region, as well as measures for strict observance and execution of the Constitution and promotion of its provisions after its adoption is studied. Data on the results of the referendum are provided. The election campaign is considered within the framework of the processes of transition to a market economy characteristic of Kazakhstan in the 1990s.
