Integration of the Republic of Kazakhstan into the International Educational Space

The article examines the 30th anniversary of the Constitution of the Republic of Kazakhstan as a constitutionally significant milestone that defines the development of democratic institutions, the rule of law, and guarantees of human rights. Special attention is given to the constitutional right to education (Article 30 of the Constitution of the Republic of Kazakhstan) as a key condition for the realization of individual legal capacity and the formation of legal culture. The analysis includes a comparison of the constitutional foundations of the right to education in Kazakhstan and France, as well as the role of international educational integration, the Bologna Process, and “educational diplomacy.” Using the example of the Sorbonne-Kazakhstan Institute at Abai KazNPU and its cooperation with French universities, the article demonstrates the practical implementation of constitutional principles in higher education and scientific collaboration. The significance of archival work and the activities of the Archive of the President of the Republic of Kazakhstan is also highlighted as an element of legal culture and a mechanism for ensuring governmental transparency and the preservation of legal memory.
