Abstract

This article is dedicated to a comprehensive analysis of the Declaration of State Sovereignty of the Kazakh SSR, adopted on October 25, 1990, emphasizing its historical, legal, and political significance for the establishment of an independent state. The study examines the Declaration as a constitutional document, analyzing the factors that contributed to the formation of the sovereignty concept, including political, economic, and ideological conditions, as well as interethnic relations and language policies of the period. The article provides a scholarly assessment of the Declaration’s provisions on human rights protection, democratic state-building, separation of powers, and recognition of the people as owners of national wealth, highlighting their impact on the current Constitution and national legislation. The Declaration is conceptualized as a fundamental legal and political instrument ensuring the sustainable development of Kazakhstan’s society and statehood.
