Abstract

The article examines key legal aspects related to the transfer of state archives during changes in regimes, state dissolution, or political transformations, as well as issues of ensuring equal and open access to archival documents for all users. The author emphasizes the significance of archives as repositories of historical memory, which play a crucial role in shaping national identity and ensuring citizens’ rights to receive accurate and complete information about the past. Special attention is given to international legal mechanisms aimed at creating a balance between preserving archival materials, ensuring their public accessibility, and protecting human rights to access reliable information. The article also explores the role of archives in the context of social and political changes, transitional justice, and legal issues related to the protection of collective and individual rights to establish historical truth and document significant events.
